Get the lookup manifest cached on a parse job (this run's resolution context). Builds + caches a full snapshot on first call; pass 'refresh=true' to rebuild from the live district. Optional 'scorecardId' / 'object' / 'objectId' scope the response (applied on read against the cached full snapshot).
